District 23 covers Bukit Batok, Bukit Panjang, and Choa Chu Kang — three interconnected HDB towns in the western-central corridor. The terrain is hillier than the eastern flat lands, with blocks built along ridges and valleys. Building ages range from 1980s Bukit Batok blocks to ongoing BTO launches in Bukit Panjang and Tengah-adjacent Choa Chu Kang.
Bukit Batok's hillside blocks have outdoor units on ledges exposed to open hillside wind corridors. Upper-floor condensers on west-facing blocks get intense afternoon sun with minimal shading from adjacent structures.
Choa Chu Kang has a mix of mature 1990s HDB blocks and newer developments. The older blocks in Choa Chu Kang Avenue and Choa Chu Kang Loop have similar infrastructure ageing patterns to other second-generation HDB towns.
