What an FCU is: refrigerant or chilled water behind it
A quote says FCU, a service report says FCU, and nobody says it out loud in the flat. Most of the time it means the indoor unit already on your wall. What the acronym hides is which circuit feeds it, and that decides almost everything else.

One term covering a whole family of indoor units
A fan coil unit is any assembly that pairs a coil with a fan to condition the air in a space. That is the entire definition. Room air is drawn across a cold surface and pushed back out. Nothing in the term says how large the box is, where it hangs, or what is making the coil cold.
So the wall-mounted head in a bedroom is an FCU. So is the square panel set flush into an office ceiling. So is the concealed box hidden above a false ceiling, feeding grilles at either end of a corridor. Older shophouses and some landed homes still run floor-standing cabinets, and those are FCUs as well.
That breadth is exactly why the term survives on paperwork. A consultant specifying forty units across six floors needs one word that covers every format at once. In a flat with a single system, saying indoor unit does the same job. The moment formats are mixed, it stops being precise enough to write down.
What the label deliberately leaves out
The three letters carry no capacity, no brand, no format and no age. Two lines on the same report reading FCU can be a bedroom head and a ceiling box cooling an entire floor. The word identifies which part of the system is under discussion, not what that part is.
One omission costs real money. The label says nothing about what makes the coil cold, and there are two answers to that question. Everything below is about telling them apart.
Why the trade writes FCU and the shop says indoor unit
FCU is building-services vocabulary. It belongs to mechanical drawings, tender documents and maintenance schedules, where equipment gets named by the function it performs rather than by how it looks from a sofa. A drawing has no interest in whether a box is pretty.
Retail language went the opposite way. Someone buying one system for a flat compares a wall unit against a ceiling panel by looking at them, so listings, showrooms and installer quotes describe the object in front of the customer. Nobody selling a bedroom aircon needs a word that also stretches to a ducted box above a false ceiling.
The two vocabularies meet on documents rather than in conversation. Handover packs, defect schedules, tenancy clauses, managing-agent circulars and commercial service reports are written by people fluent in the first for readers fluent in the second. That is how the acronym usually arrives: in writing, unexplained, attached to a number.
Translating it is straightforward once the mapping is fixed. On nearly every document a Singapore homeowner or tenant will read, FCU means the indoor unit in the room being discussed. Where a report lists several, they are being counted one per room, not one per system.

The one place it does not mean your indoor unit
On plant drawings and larger commercial reports, AHU sits alongside FCU and the two are not interchangeable. An air handling unit is a much bigger machine, usually in a plant room, conditioning air for a zone and sending it out through ductwork. An FCU is the terminal unit in the occupied space.
The distinction matters when a quote crosses between them. Work scoped on an AHU serves the zone, and the cost is shared out through building charges rather than billed to one tenancy. If a document names an AHU and someone prices it as though it were the unit above your desk, the scope is wrong before the number is even considered.
The split that matters: refrigerant coil vs chilled-water coil
Two entirely different things can be flowing through an FCU coil, and which one it is decides what can break, who is responsible, and what a service visit consists of. One coil carries refrigerant. The other carries cold water.
A refrigerant FCU is one half of a split system. Copper piping joins its coil to a condensing unit belonging to your flat, sitting on the ledge, on a service deck or up on the roof. The cold is manufactured out there and delivered inward as refrigerant. Both ends of that loop are yours, along with the gas and the pipework between them.
A chilled-water FCU is a terminal on a building service. Water is cooled by a central plant, either in the building's own plant room or piped in from a district network shared between several buildings. It travels through insulated risers, passes through the coil, and returns warmer to be cooled again. No outdoor unit belongs to the flat, because the machinery making the cold serves everybody at once.
Ownership is the practical difference. On a split, a fault sits somewhere in a system with two ends and both ends are yours. On chilled water, the occupier holds a box and a control valve, while the building holds the water, the risers and the plant. A unit that will not cool may be reporting a condition that is not inside the flat at all.
Both arrangements exist here in volume. Splits cover HDB flats, most condos and landed housing. Chilled water runs commercial towers, hotels, integrated developments, a number of newer condos, and newer HDB estates built around a shared cooling supply. Mixed buildings are ordinary too. An office tower on chilled water will often still have split systems on server rooms, because those spaces need cooling when the plant is off.
The half that behaves identically either way
The air side does not care what is inside the pipe. Both types pull room air through a filter, push it across a coil with a blower, and produce condensate that has to be drained away. Fouling, weak airflow, a musty smell and a blocked drain all present the same way on either circuit.
General cleaning scope therefore looks much the same on both. So does the drainage design, which has to carry water away from a coil regardless of what chilled that coil. Divergence begins where the coil is fed, and it runs all the way back to whatever is making the cold.
The faults that cannot occur, and the ones replacing them
A chilled-water FCU has no gas to lose, no compressor to seize and no outdoor fan to fail. That removes a large slice of the fault list most people have already read about before they call anyone.
Different components take their place. A motorised valve controls how much water reaches the coil. A strainer upstream keeps debris out of it and blocks as it does its job. Air trapped in the coil stops water moving through it properly. Beyond the flat, the supply itself may be off, running warmer than designed, or short of flow because something in the plant room is being worked on.
Quotes go wrong at exactly this point. If a unit on a building supply gets priced for a new compressor, or for topping up the gas, the work describes hardware the flat does not contain. Ask which condensing unit that work attaches to and where it stands. On a chilled-water installation there is no answer to give.
Who to call follows from the same split. A split system can be attended and tested end to end by one aircon contractor, because the whole loop is reachable. On chilled water, a warm unit goes to building management or the managing agent first, so the supply can be confirmed before anything inside the flat gets opened. Sending a contractor to a coil fed by a plant that is down buys an attendance charge and no diagnosis.
How to tell which one you have
Start outside the flat. If a condensing unit on the ledge, deck or roof belongs to your unit, and piping runs from it to the box indoors, the coil carries refrigerant. That single observation settles most homes in Singapore without going any further.
Where nothing outside belongs to you, look at what enters the unit instead. A refrigerant coil is fed by two insulated copper lines of noticeably different diameter. A chilled-water coil is fed by two pipes of similar diameter, often steel or a heavier plastic. Those pipes head towards a riser cupboard or run across the ceiling void towards the core of the building.
Controls give it away as well. Chilled-water installations usually carry a wall controller rather than a handset, and a building schedule often sits behind it. A unit that only runs during building hours, or that an entire floor loses at the same moment, is drawing on a shared supply.
Paperwork is the quickest route where you can reach it. Handover packs, maintenance schedules and service charge breakdowns state the arrangement outright. A cooling charge sitting outside your ordinary electricity account means the cold is being supplied to you rather than made by you.

Format tells you nothing about the circuit
Shape is the wrong clue, and it is the one people reach for first. A ceiling panel does not mean chilled water, and plenty of them sit on ordinary split systems in condo living rooms. A wall-mounted head does not rule chilled water out either, though it is less common on that circuit.
The reliable question goes to whoever manages the building: is the unit in this flat fed from the chilled-water supply, or does it have its own condenser. It is on record, so the answer takes a moment to give. Any contractor pricing work on the unit should be asking the same thing before quoting, and one who does not ask has not scoped the job.
What FCU replacement means on each circuit
The phrase reads the same on both quotes and describes two different jobs. Both keep the pipework and swap out the box. They part company on what the replacement unit is required to suit.
On a split, the replacement has to pair with the condensing unit already outside. Refrigerant type has to match, capacity has to sit inside what that outdoor unit was built to feed, and on a multi-head system the whole set has to stay compatible. This is why swapping just the indoor unit occasionally turns into a full system quote. Nothing currently sold will pair with an outdoor unit that left production long ago.
On chilled water the pairing question disappears, and building constraints take its place. The new unit has to suit the water flow that branch was balanced for, along with the valve arrangement, the pipe connection sizes and the drain route already in place. Before any of it starts, the branch has to be isolated and drained, and that is the building's call rather than yours. Access, permits, contractor accreditation and working around occupied hours all attach themselves to the job.
What both quotes owe you is a plain statement of what is being kept. Existing pipework, drain line, electrical supply and controls are all candidates for reuse, and each item not reused is cost. A quote naming only the new unit has left the expensive half of the job undescribed.
Push back on any replacement recommendation made before somebody has named the component that failed. One failed part inside an FCU is a repair. Replacement earns its place when several things have gone together, when the casing or coil is damaged past saving, or when the part needed is no longer made. Those are findings from testing, and they should be presented as findings.
Questions to put before approving one
Six questions cover both circuits. None of them require any technical knowledge to ask, and the quality of the answers tells you a great deal about how the job was scoped.
- Which unit, in which room, and which component in it was found to have failed.
- Whether that fault was confirmed by testing or inferred from the symptom described.
- What is being reused: pipework, drain line, wiring, controls, and the outdoor unit where one exists.
- On a split, which condensing unit the new box has to match, and whether that match was confirmed before the quote was written.
- On a building supply, who arranges isolation of the branch, and who carries the cost of the access work.
- What happens to the old unit, and whether making good the ceiling or wall is inside the price.
