An identical fault on an identical unit gets a different answer in two HDB flats. What moves the answer is how long each household still has to live with it, and the occupation period puts a floor under that.

What the minimum occupation period actually governs
The minimum occupation period is a housing rule, not an aircon rule. HDB describes it as the period an owner must physically reside in the flat, and completing it is what opens the door to selling on the open market. Nothing in it concerns equipment, fittings or renovation. It belongs on this page for one reason. It sets the earliest date the flat could change hands, and that date is an input to a decision most owners treat as purely technical.
Its length is not a single number, so quoting someone else's is a mistake. HDB states that the period depends on the purchase mode, the flat type and the date of the flat application. Two households in the same block can therefore be sitting on different clocks. Flats bought under the newer classifications carry a longer period than older non-subsidised purchases did. Treat a figure heard from a neighbour, an agent or a forum as theirs rather than yours, and confirm your own with HDB before planning around it.
The count also behaves differently from a simple run of calendar time. HDB computes the period from the date the keys are collected, and excludes any stretch where the owners were not living in the flat, such as an approved whole-flat rental or an infringement of the flat lease. An owner who assumes an uninterrupted run from key collection can arrive at a later date than expected. The date is worth confirming rather than estimating, because the whole timeline argument below hangs off it.
Reaching that date obliges nobody to do anything. It removes a constraint rather than creating a deadline. Plenty of households pass it and stay for a long time afterwards, and the decision this page deals with sits precisely in that gap between the constraint lifting and the household actually deciding to move.

Why the holding period moves a borderline verdict
The technical read comes first, and no housing rule alters it. Age, fault type and repair history decide whether a system is worth keeping, and the guidance on whether to repair or replace aircon systems works through that on the equipment's own merits. A failed compressor costs what it costs. A capacitor on a healthy unit is still a small job. Start there, always.
What the holding period changes is how much that verdict is worth acting on. Spending on a system is buying service from it. A household with a long stretch of occupancy still ahead recovers that spend across many cooling seasons, in comfort and in faults that never happen. A household preparing to hand the flat over recovers very little of it directly. The same invoice buys two different things.
The effect concentrates almost entirely on borderline cases. A clear repair stays a repair whichever way the timeline runs, and a system that is genuinely finished stays finished. In between sit the calls that could reasonably go either way. An ageing unit with one isolated failure. A system where a second fault appeared shortly after the first was fixed. A condenser that still runs but has started to sound tired. Those are the ones a holding period tips.
Run the technical read first and apply the timeline to it, never the reverse. Reversing the order produces two familiar mistakes. The first is patching a system that has genuinely reached the end because the flat is being sold soon, which hands the next household a problem and often surfaces before completion anyway. The second is replacing a repairable system because the flat is being kept, which spends heavily on a machine that was nowhere near finished.

Where the timeline stops mattering
Two situations override the holding period completely. The first is a fault that leaves the flat unsafe or genuinely uncomfortable now, because whoever is living there this month has to live there regardless of what happens later. Timeline reasoning is for choosing between reasonable options, not for tolerating an unusable system.
The second is a failure whose scope has not been established yet. What a buyer can actually see at a viewing
Aircon is one of the few mechanical systems in a flat that a buyer can assess without tools. They can switch a unit on, stand under it and listen. They can look at the ledge from a safe position, notice rust streaking down a bracket, and see a stain on the wall below a fan coil. What reads badly to a buyer is visible neglect, not visible age. A clean older system that starts promptly, runs quietly and cools evenly rarely becomes a talking point at all. A system of the same age carrying a yellowed casing, a weeping joint, mismatched indoor units and a corroded bracket reads as deferred work no matter how well it performs on the day. Buyers price what they can see, because on a short viewing it is nearly all the evidence available to them.
An obviously ageing system becomes a negotiating point. The negotiation is about work the buyer expects to inherit, not about the flat itself. That makes it a scope conversation, and a seller can prepare for one. Knowing which units are recent, which have been serviced and which fault was fixed turns a vague objection into a specific one. Specific objections are the kind that can be answered.
Records do more work here than new equipment does. Servicing invoices, a repair note naming the part that was replaced, and the model labels on both units answer questions no viewing can reach. A seller who can produce them is answering the buyer's actual question. That question is whether an unresolved pattern sits behind the system, not whether it cooled the room during the visit.
Papering over a fault the seller already knows about is the one move to avoid. A buyer who runs their own check may find it anyway. A buyer who does not find it will meet it after moving in, and it will be traced back to a system that was described as fine. Naming a known fault, and saying what was done about it, costs the seller far less than being contradicted later.
Replacing a system purely to help the sale
A replacement installed to improve a listing is a cost the seller carries and the buyer discounts. A buyer cannot verify a fresh installation from a viewing any more than they can verify an old one. Flare joints, drain falls and bracket fixings are invisible once the covers are on. A brand-new system with no service history behind it is not obviously more reassuring than a well-maintained older one that visibly works.
Timing is the harder problem, and it draws the least attention. A sale-driven replacement runs on a schedule set by a listing date rather than by the work. Pipe routes, drain gradients and bracket positions get settled under time pressure, and the household that lives with a rushed installation is the one moving in. Faults from work done that way tend to appear after everyone has moved on and the trail has gone cold.
A contractor who pitches replacement as a selling tactic should be asked one question. Which fault does this resolve. If the answer names a fault, this is an ordinary repair-or-replace decision and belongs to the system's merits. If the answer describes how the flat will look to a viewer, it is a presentation decision being quoted as a mechanical one. Both can be legitimate spends. They are not the same decision and should not arrive on the same quotation without being separated.
The narrower version of the same spend usually holds up better. Resolve what is genuinely broken. Clear the faults a viewer can see, meaning the stain, the drip, the fouled coil and the loose bracket. Keep the paperwork together in one place. Where a pre-sale replacement is simply the right call

The distinction is what drove the decision. A verdict reached from the system's condition survives being questioned by a buyer, an agent or a second technician. A verdict reached from the listing date does not, because the reasoning collapses the moment anyone asks which fault it addressed. Reach the verdict on the equipment, then note that the timing happens to suit.
When you honestly do not know whether you will stay
Most households do not know, and the honest planning position is to say so out loud. A completion date is a fact. An intention to move is a forecast, and housing forecasts shift with job changes, family size and what the household can actually find. Building an equipment decision on a firm-sounding plan that is really a guess produces worse outcomes than admitting the uncertainty and deciding accordingly.
Decide on the system, then let the timeline break ties. Where the technical read is clear, follow it and stop. Where the read is genuinely balanced, the holding period is a fair tiebreaker, and it works best as the last input rather than the opening argument. That ordering keeps the decision anchored to something a technician can check instead of to a plan nobody can verify.
An isolated fault on a system with life left in it is the case where waiting costs least. Resolving the failure and deferring the system-level decision preserves both options, and it buys information at the same time. How the system behaves afterwards is itself evidence about how near the wider decision is. A unit that fails again soon after a competent repair has told you something no projection could.
None of this settles the condition of a specific system, and nothing written here could. The timeline shapes how a verdict is weighted, not what the verdict is. Reaching the verdict still needs someone to test the unit rather than reason about it from a description. Ask for the fault to be named, and for the test that named it. Ask what the technician expects from the system once the work is done. Those answers, weighed against an honest view of how long the household expects to remain, are what the decision genuinely runs on.
