What else produces this
Indoor and outdoor coils in a coastal position are two different questions and deserve two different answers. The indoor one is asked what a wash can lift. The outdoor one is asked whether the metal is still there to clean. A light press settles the second: sound fin springs back, and corroded fin folds and stays folded.
Indoor fins carrying an even dust and salt haze that brushes loose, leaving bright metal, is recoverable fouling.
Outdoor fins chalky white at the edges, folding under light pressure rather than springing back, is lost material.
Sections of outdoor fin pack lifted clear of the tube let air pass without touching metal at all.
Weakening worst on still afternoons fits an outdoor coil that cannot shed heat rather than an indoor one that cannot absorb it.
Why it happens
Salt settles on both coils and only the outdoor one stays wet. Rain and dew keep that fin pack damp, and salt water between aluminium fin and copper tube corrodes the aluminium until it thins, flakes and separates. Indoors the same salt lands dry and sits as a surface haze that washes off. Same exposure, two entirely different outcomes, and just one of them reversible.
What resolution involves
Wash the indoor coil and pan, which is worth doing and recovers part of the loss. Then be plain about the outdoor side: a wash there clears loose scale and buys a little airflow, and the missing fin area does not come back. Full capacity on that side means replacing the coil or the unit, and saying so before the invoice is written is the difference between a service and a disappointment.
How to tell it worked
Ask what each end is expected to recover, separately, before the work. A quote that promises a return to full cooling from cleaning alone has not looked at what the outdoor metal has left.
