What else produces this

A shared outdoor unit either serves every room or it does not. Rooms cooling normally alongside one that is not settles that question before a single test is run, which puts the fault inside one indoor unit. From there the order is filter, coil face, blower, tray, fan response, because that runs cheapest to most invasive.

  1. Other rooms producing even airflow and normal cooling on the same outdoor system rules out anything shared.

  2. A filter and exposed coil face that look clean, with compacted material deeper in, is why the last service missed it.

  3. A fan starting and changing speed normally points away from the motor as the cause of weak air.

  4. Moist buildup around the inner coil and blower explains the stale start-up while the drain still clears.

Why it happens

A surface clean reaches the surface. Material compacted behind the visible fin face, and packed through the fan wheel itself, stays exactly where it is. A fan spinning at full speed through a restricted path still moves too little air. The unit looks serviced because the parts anyone can see were serviced, and what was left behind is precisely what was out of reach.

What resolution involves

Dismantle and overhaul the one fan coil, and leave the others outside the scope because their checks did not support it. Recording the internal condition before cleaning is what makes that defensible later: it is the evidence for the room that was done and equally for the rooms that were not. Airflow, drainage, sound and cooling all get rechecked after reassembly.
