Aircon servicing: the support check that comes first

A technician can arrive for a routine clean and leave without doing it. That reads as a lost morning, or as the opening move of a sale. A published rule sits behind it, and knowing the rule separates the two.

The check that runs before the service does

Every routine service visit has a gate in front of it. Before work starts on a unit mounted outside a building, the thing holding that unit up is meant to be looked at. Very few owners have been told this, so a delay produced by it arrives without any context to read it against.

The requirement is published, and it is recent. Two agencies issued a joint circular on 3 June 2024: the Building and Construction Authority, with the Ministry of Manpower. It went to trained air-con unit installers and to servicing contractors. It sets out what has to happen before anyone works on externally mounted equipment.

Who signed it says something about how the document should be read. It came from BCA's Façade Engineering and Technology Department, and from MOM's Occupational Safety and Health Inspectorate. A frame carrying a machine on an outside wall is being treated as part of the building's face, not as an accessory to the aircon sitting on it.

The instruction to servicing workers runs to one sentence. They must look out for obvious signs of deterioration on the structural supporting systems. The word carrying the weight there is obvious. What the circular describes is a look for visible trouble, not a structural survey, and it calls for no tools, no measurements and no calculations.

Its own basis is stated openly, and both examples are recent. In August 2023 a technician checking a unit mounted on the exterior of a residential building fell about 11 metres and died. Preliminary findings recorded that the brackets supporting the unit had given way. In February 2024 one end of a bracket gave way beneath a technician servicing a unit on an external ledge. He had put on a safety belt and was held by it.

Both cases share a shape worth noticing. A support failed under someone doing ordinary work on a machine that was very likely cooling normally at the time. Nothing about the cooling would have flagged it. A support sends no signal into the room, and the equipment bolted to it keeps running right up until the point it stops being held.

The four signs that trigger it

The circular names what counts, which is the useful part for an owner. Four conditions are listed as obvious signs of deterioration: loosened bolts and nuts, badly corroded brackets, misalignment, and dislodgement. Anything outside that list is judgement. Anything on it is the trigger the document actually describes.

Its own illustrations narrow the picture further. The examples reproduced in the circular are a loosened bolt and nut, a rusty bolt, and a badly corroded bracket. All three are surface conditions at the fixings and the metal, visible to somebody standing in front of them. None depends on knowing what the support was built to carry.

Reading the four together shows what they have in common. Each one describes the join between the building and the machine coming apart, either by loosening, by losing material, or by moving out of position. That is why the list stops where it does. Cosmetic marks on the arms sit outside it, and a support can look tired while every one of the four is absent.

Why the threshold sits at obvious

Setting the bar at obvious keeps the duty workable for the person who holds it. A servicing worker arrives to clean a coil, and the circular asks them to notice something on the way past. A higher bar would require an assessment they were never engaged or equipped to make.

The cost of that choice is real and worth stating plainly. A support can be losing strength inside a fixing while presenting nothing at the surface, and this check will pass it. Clearing the pre-service support check means no listed sign was showing that day. It does not certify the support.

What the rule requires once a sign is seen

Seeing one of the four does not lead to a note in a report. The circular is direct about the consequence. Where any such sign is observed, trained installers must be engaged to inspect and rectify or replace the structural supporting systems before servicing work can be carried out. The order is fixed, and the servicing is what waits.

Two different people are involved, and that is what turns one booking into two. Whoever spots the sign is often not permitted to act on it. Mounting and altering a support on a building's outer face is restricted work, and the credential behind it carries its own requirements. The person who finds the problem may have no standing to correct it.

So the sequence has three steps where an owner expected one. A sign is observed. A trained installer inspects, then rectifies or replaces the support. Only after that does the coil get cleaned. Each step can sit on a different day, and the machine may be cooling perfectly throughout.

What a servicing worker cannot do is press on regardless. The rule is written as a precondition, and it does not soften because the visit was booked, because the customer is waiting, or because the job looks quick. A contractor who works around it has moved the risk onto their own people, and left the owner holding a support nobody assessed.

The machine may be the part that is fine

Nothing in this rule is a verdict on the equipment. A support can fail the check while the system it carries cools exactly as it should, and the halt says nothing about the compressor, the gas charge or the coil. Owners tend to hear a stop as bad news about the machine.

It is bad news about the wall instead, and the two run on separate repair paths with separate costs. Putting a support right improves the cooling by nothing at all. That is precisely why the work slides down the list when an owner is left to weigh it against a service they can feel the benefit of.

Why a stopped job is not automatically an upsell

From the living room, a genuine halt and a manufactured one look identical. Someone goes out to the ledge, comes back, says the work cannot proceed, and mentions money. Suspicion at that moment is reasonable. The way through it is knowing that the rule names a very specific thing, which makes the claim checkable.

What gets pointed at is the distinguishing feature. A halt under this rule attaches to the support, and to one of four listed conditions on it. It should come with a sign that can be named and a photograph that shows it. A conversation moving straight to the age of the compressor, or to the efficiency of the system, has left the rule behind and is discussing something else.

Watch the join between the halt and the quote, because that is where the two get blended. Stopping work because a bracket is badly corroded is one finding. Recommending a new system is a separate proposal, and nothing in the circular produces it. If both arrive together, ask which of the four signs was observed, and ask to see it. A real finding survives that question without difficulty.

The reverse error costs more and attracts less attention. Treating every halt as a sales tactic pushes an owner toward whoever agrees to carry on, and carrying on is the one response the rule rules out. A contractor willing to work above a dislodged support has told you how they handle the rest of their obligations.

What the support may not be asked to do meanwhile

Beyond the four signs, the circular limits what a support may be used for while work goes on, and those limits apply whether or not anything was found. Measures must be adopted so that the structural supporting systems are not overloaded during work. A frame sized for a machine standing still was never sized for a machine plus a person leaning on it.

Standing on the equipment is addressed on its own. Wherever possible, work at height is not to be carried out on top of air-con units or their supporting systems. That instruction reads oddly until you picture the February case, where the bracket gave way while the technician was working on top of the unit it held.

One prohibition deserves to be known by owners, because it is the easiest of them to break quietly. Air-con brackets are listed among non-secure points that must not be used as anchor devices, alongside window frames, window grilles, table legs and bed frames. The stated reason is that they are not designed to bear the dynamic force of a person's fall. A bracket doing double duty as an anchor is holding the machine and the person who would fall with it.

The duty also reaches backwards in time, which surprises most people. Compliance with the support specifications is required for systems already in place as well as for replacements. An installer arriving at a support somebody else fitted years ago inherits it. Reusing what is already on the wall is common and often sensible, and doing so does not leave the responsibility with whoever put it there.

One pointer in the circular leads somewhere this page does not follow. For HDB properties it also requires the specifications and general conditions published on HDB's InfoWEB to be met. Those sit with HDB, and an owner in a flat should treat them as a separate document to ask about.

  • Which of the four named signs was observed, and on which part of the support.
  • A photograph of that sign, taken during the visit.
  • Whether the person who found it is permitted to rectify it, or whether a second visit is needed.
  • Which lines of the quote cover the support, and which cover the machine.
  • What the servicing visit still owes you once the support has been dealt with.

What happens at ground level

The area beneath the work is part of the job, and it is the part an owner can see without leaning anywhere. Cordons are asked for around work zones and around affected areas at ground level, so that people not involved in the works are kept clear. That extends to anywhere an object could fall and cause injury.

On a high floor, the ground below belongs to whoever happens to be walking through it. A crew that has thought about the support has usually thought about the base of the block too. Their arrangements down there are visible from the lobby, before anybody climbs anything.

Where this page stops

This page describes the gate in front of a service visit, and goes no further. Who may mount a unit outside a building is settled elsewhere, and so is the upkeep duty an owner carries later. Choosing between a ledge and a wall-fixed frame is a separate decision. Whether the platform is yours to change at all is a strata question with its own answer.

None of it tells anyone how to carry out the work itself. A technician looking for method should be reading the circular and the codes underneath it. The value here is narrower and sits entirely with the customer: understanding why a visit can end early, and what a straight answer to that looks like.
