The scope is not the difficult part here, and treating it as such is the mistake. Booked slots have a start, an end and a booking process, and anything not finished inside a slot waits for the next one rather than continuing. That turns a continuous programme into a series of self-contained blocks, each of which has to begin and end at a safe point. Sequencing against that constraint is the actual design work on a job like this.

Programmes are usually written from the technical scope, because that is what an installer knows best, and access conditions are treated as an administrative detail to be handled later. In a restricted tenancy those conditions govern everything. A programme that assumes continuous working does not survive contact with them, and the overrun is designed in before anyone arrives on site.

The programme is rebuilt from the slots outward, with each stage sized to finish inside one and leave a safe, tidy state behind it. Material movement is booked as its own activity rather than assumed. This produces more days and fewer surprises, and it is worth pricing honestly at the outset, because the alternative is the same number of days discovered one at a time.
