What the drawing does not show
Correct equipment behaving incorrectly points at the instructions rather than the hardware. A control zone follows one sensor, and the room that sensor sits in decides what every unit on that zone does. Where a meeting room is wired to a zone whose sensor sits out in the open office, it keeps cooling until the open office is satisfied and takes no account of itself. Why it goes wrong
Control zones are laid out on a services drawing and rooms are laid out on an architectural one. The two are produced at different times by different people. A room that gains walls late in a fit-out often keeps the zone it had when it was open floor. The installation is not defective, and nothing will be found by testing the equipment, because that equipment is faithfully serving a measurement taken somewhere else entirely.
What the fix involves
The enclosed room is given its own sensor and its own zone, which is a small piece of work on a finished ceiling and a large one if left until later. The general check belongs at handover: walk each enclosed space and confirm it is controlled by a measurement taken inside it. That is a five-minute exercise and it is not on most commissioning sheets.
How to tell it worked
Each enclosed room tested against its own setting rather than the building's. A room that reaches its own target independently of what the open floor is doing is correctly zoned.

- Zones follow sensors. A room with no sensor of its own takes its instructions from somewhere else.
- Late partitions inherit the zoning of the open floor they were built on. Check every enclosed space.
- At handover, confirm each room is controlled by a measurement taken inside that room.
