Planning BTO Aircon: Ledge, Wiring, and What HDB Requires
Your BTO comes with the aircon question half-answered before you've picked a brand. HDB has already fixed the ledge, sized the wiring, and decided whether you'll need a permit. What's left open is easy to get wrong.

What HDB already built into your flat before you moved in
A BTO flat's aircon planning starts with decisions HDB already made. Every new flat comes with one purpose-built concrete ledge, and HDB is specific about what it is for: placing the condensing unit, nothing else. The unit cannot sit along the common corridor either, so that ledge is the only approved outdoor location your flat has, and it rules out more than most new owners expect. Laundry poles, plant shelves and storage boxes are common requests for ledge space, but HDB's wording leaves no room for any of them alongside the condensing unit. Remember that before agreeing to a 'temporary' storage rack during renovation, since temporary has a way of becoming permanent.
First year BTO aircon faults should go back to the installer first. Keep the handover records and ask for a test of the original setup before another contractor changes it.
The wiring decision is just as fixed. Flats completed from 1 January 1994 onward, which covers every BTO handed over today, come with a 40 amp main switch already installed. HDB states that owners in this position do not need a permit to install an aircon or other higher-capacity electrical equipment. If a resale-flat neighbour has told you about a permit headache, that story almost certainly belongs to an older wiring generation, not yours. A BTO also carries none of a resale flat's aircon history: no old bracket holes, no leftover piping, no previous system to work around.
Knowing what is fixed changes how you plan, not whether you plan: the ledge and the wiring remove two open questions before you have spoken to an installer. The permit question is already settled for a standard aircon install, so it stops being the bottleneck it can be for an older flat. The real planning work shifts to two places: matching a system to the one ledge you have, and getting the paperwork handled. That second part is where most of the risk sits, and it is easy to assume it is automatic.

Permit-free is not the same as paperwork-free
Reading that your flat is permit-exempt is where many BTO owners stop checking. That exemption covers only the permit question. HDB separately requires the installer to hold BCA qualification and to submit Form AC-02 to the HDB Branch managing your flat within 14 days of installation. A flat can be permit-free on the electrical side and still fall short on the installer and reporting side, and the two get confused because both sit under the same HDB page. The two questions are related, but they are not the same question.
The signature line is the part most owners miss. Form AC-02 is not filed by the installer alone: it is co-signed by the flat owner or tenant, so your name sits on the compliance record next to theirs. If the report never gets filed, that gap belongs to your paperwork trail too. An installation with no filed report has no official record tying the work to a qualified installer.
BTO aircon work is more likely than resale work to get folded into a bigger renovation package; it is often booked through an interior designer, alongside flooring, carpentry and electrical fit-out. That bundling is where the qualification and filing steps quietly drop off, because no single person is clearly accountable. If your ID's aircon subcontractor never mentions BCA qualification or Form AC-02, ask directly; ask to see the filed copy once the work is done. That is a simple ask, and a serious installer answers it without hesitation; getting the qualification named in the quote before work starts gives you a paper trail that does not depend on remembering.
A useful question before work starts is simple: who is filing this report, and can I get a copy? A contractor who answers immediately, by name, is telling you the paperwork is normal to them. A vague answer, or one that treats the question as unnecessary, is the more useful signal. That exchange happens before any deposit changes hands.
One ledge means one outdoor unit: what that decides for you
HDB does not publish a rule that a BTO must run a multi-split system. The ledge design settles something narrower: there is exactly one location for an outdoor condensing unit, and every indoor unit connects back to whatever sits on that pad. That constraint is why one condenser feeding several indoor units has become the standard setup for new flats. It is not a mandate, simply what one ledge leaves room for, and two condensers on two exterior walls is not something your flat can offer. Two adjacent bedrooms each running an indoor unit off the same condenser is normal.
This matters most when owners plan in stages, cooling the bedrooms first and leaving the living room for later. That is a reasonable budget decision, but the outdoor unit still has to be sized for the full plan from day one: a condenser bought to match two rooms does not grow capacity when a third is added. Undersizing at the ledge is a mistake that only shows up once you are back at the same wall, trying to add capacity nobody accounted for the first time.
Every outdoor condenser also has a maximum number of indoor units it can run at once, and that ceiling varies by brand and model. A landed home that outgrows one unit can sometimes find a second spot; a BTO generally cannot, since the ledge is the only approved location. That makes the outdoor unit's headroom, not just its cooling capacity, worth asking about directly. Asking upfront costs nothing and prevents a mismatch discovered only when a third or fourth room gets added.
The practical move is to settle your full room count before the outdoor unit is chosen, even if the indoor units go in over separate visits. Tell your installer every room you eventually want cooled, not only the ones you are paying for this month. That conversation takes minutes and avoids a second job nobody planned for. A second outdoor location does not exist to fall back on.
Why the ledge isn't yours to enclose without asking
New estates tend to have a uniform look, and that is what tempts owners to tidy up their ledge with a grille or boxed-in finish. HDB's rule is direct: any enclosure or external grille on the ledge needs HDB's written approval before it goes up, not after. That applies whether the request comes from you or from a contractor acting on your behalf.
This is a renovation-stage trap, not an installation one. The condensing unit gets installed and reported through the earlier process; the grille or enclosure is usually proposed weeks later, as a finishing touch from the same ID handling your wider renovation. It is often presented as purely cosmetic rather than something needing HDB's sign-off. Matching a neighbour's ledge, or hiding the compressor on a corridor unit, are common reasons. The requirement does not carve out an exception for something small: HDB's wording covers any enclosure or external grille.
If a contractor suggests boxing in the ledge or fitting a grille, ask whether HDB's written approval has already been obtained. Requested is not the same as approved, so treat 'it is just for looks' as an incomplete answer. An unapproved enclosure sits on your compliance record the same way a missed Form AC-02 filing does. It is far easier to avoid before installation than to undo once it is built and the ledge is already covered.
Decide whether you want an enclosure before your renovation starts, not after the grille has been fabricated. Raise the HDB-approval question with your ID while you finalise the rest of the renovation scope. That way it becomes one line item, confirmed alongside everything else rather than added late when nobody checks.
Sequencing the install: what actually depends on timing, and what doesn't
Search for BTO aircon timing advice and you will find checklists claiming installation must happen within a set number of days of key collection. HDB does not publish a deadline like that anywhere in its aircon guidance. Treat any day count quoted online as installer convention, not a rule your flat is bound by; nobody enforces a countdown that was never written down. That kind of language usually reflects an installer's own scheduling preference more than anything HDB actually requires.
The ledge and the wiring are fixed and visible from the moment you collect your keys, and a site visit then is enough for an installer to quote accurately. There is no need to wait for flooring, paint or carpentry decisions before locking in your aircon plan. An early quote gives you room to sequence installation around your other trades.
What genuinely depends on timing is sequencing against your other renovation trades. Aircon piping gets concealed inside trunking, false ceilings and wall channels, so once those close up, changing the route means undoing completed work. Confirming the aircon layout before ceiling and carpentry work starts is a scheduling call worth making, not a compliance requirement anyone enforces. Most owners only get full access to plan this after key collection, which is exactly when the sequencing conversation needs to happen, before other trades lock the layout in.
Use the planning items from earlier as your checklist instead of a countdown. Confirm the system fits the one ledge you have, the installer holds BCA qualification, the Form AC-02 filing is agreed before work starts, and any grille or enclosure plan has HDB's written approval before it is built. A flat with those settled rarely runs into a compliance problem, whichever week the installation lands in.
