Aircon drip trays and drains: a mosquito breeding risk
A household inspects flowerpot saucers and the gully trap, then walks straight past the aircon. The unit makes water every time it cools, and several points along its route are built to hold that water rather than move it.

Where does an aircon hold standing water?
Cooling a room means taking water out of the air, so an aircon makes liquid water whenever it runs. That water has a route out of the flat, and several points along the route hold it briefly on the way. Most of that holding is normal. One or two points are not, and separating the two is the whole of this question.
The drain pan under the indoor coil is a collecting vessel by design. Condensate runs off the coil, lands in the pan, and leaves through an outlet at one end. A pan that clears properly keeps a wet film between cooling runs and nothing more. A pan holding a visible pool has an outlet that is no longer keeping up.
The outdoor unit makes no condensate of its own in a Singapore flat. Its coil runs hot while the system cools, so nothing condenses onto it. Water at the outdoor unit is either rain, or the indoor unit's condensate arriving down the pipe. Small drain holes in the base let rain pass through. Leaf litter and dust block those holes, and the base then behaves as a shallow open container.
The last point is the one nobody counts as part of the aircon at all. Wherever the drain pipe ends, the water has to keep moving after it lands. A pipe feeding a floor trap or a clear scupper drain sends it away. A pipe ending short above a flat ledge leaves the water where it fell, and the unit tops it up again.
Standing water is the only category that matters. It arrives from one of two sources: a drain route that has stopped clearing, or a vessel somebody introduced. Everything in the table below sorts into those two. One side needs a repair, the other needs something taken away.

Standing water on your premises is an enforcement matter
Mosquito breeding on private property is enforced in Singapore rather than merely discouraged. NEA officers inspect homes, and penalties apply under the Control of Vectors and Pesticides Act. Those penalties escalate where breeding is found more than once at the same address, and where more than one habitat turns up in a single inspection. Repeat cases can be taken to court.
Responsibility follows the water, not its cause. It makes no difference to an inspection that a pool came out of an appliance instead of a flower pot. The current penalty position is published by NEA and is revised from time to time, so read it there rather than taking a figure from a contractor or a forum.
Part of why the aircon gets skipped is that the public habitat list does not name it. NEA's list of breeding sites in homes covers flower pot plates and trays, pails, vases, canvas and plastic sheets, refuse bins, and hardened soil in plants. A household works down that list, finds nothing wrong, and stops. NEA does address trays under an air-conditioning unit, but that guidance sits on a separate page and few people reach it.
Why a blocked drain is a breeding question, not only a leak
A slow drain gets treated as a cosmetic problem until water reaches a wall, and that reading is what gets it postponed. Long before anything escapes, the pan and the pipe behind it are holding what they cannot pass. The holding starts at the first restriction, not at the first drip.
The gap between those two moments is where the risk lives. A drain that has stopped completely announces itself quickly, because the pan comes over its lip and somebody picks up the phone. A drain that has half stopped announces nothing. The pan still empties eventually, the wall stays dry, and a shallow pool sits inside the casing between cooling runs for as long as nobody looks.
Condensate being clean offers no protection. Aedes mosquitoes breed in clean, stagnant water, and NEA's public messaging is built around that fact: small volumes of clear water sitting in vessels around the home. Water off a cooling coil is about as clean as household water gets. Nothing about where it came from makes it less usable than a flower pot saucer.
A smell usually arrives before a stain does. A pan holding water between runs takes on a musty note, which gets read as a cleaning problem, and often it is one. It is also the earliest thing a household can notice about water resting where it should have drained.
The pipe matters for a different reason: its outlet is open. A condensate line normally discharges into open air, or into a drain with nothing sealing the mouth. Whatever the line is holding stays reachable from there. That open end is also what makes drain line pest entry possible, and the geometry is identical either way.
Urgency is the practical change. A slow drain deserves the same response as a dripping one, and the wall is not the reason why. What a drain flush actually clears is covered separately, as are the early signs of a drain line blockage and the question of drain gradient, which decides whether a run empties itself at all. Any of those is a reasonable next step. Waiting for a stain is not.
The tray somebody added under a leaking unit
A tray under a dripping unit is the most common self-inflicted version of this problem. An aircon leaking water gets a basin or a tray placed underneath it, and water stops landing on the floor. Nothing about the fault has changed. What has changed is that the household can now live with it.
That is the trap, and it is worth naming plainly. A tray does not stop a leak. It converts a leak into a container, and it removes the pressure that would otherwise have got the leak diagnosed. A drip ruining a floor earns a phone call the same day. A drip landing quietly in a basin can carry on almost indefinitely.
NEA's position on this is direct. Its guidance is that trays or receptacles should not be placed beneath or on top of an air-conditioning unit, because they can create conditions favourable for mosquito breeding. The wording covers both positions, and the second one catches people out. A tray resting on top of an outdoor unit, or on a shelf above a wall unit, is the same object doing the same job.
A plastic sheet or a folded cloth rigged under a unit is the same move in a slower form. Canvas and plastic sheets appear on NEA's own list of household breeding habitats, because folds hold small pools that are invisible from above. A sheet taped under a leaking unit does exactly that, in a warm room, out of anyone's line of sight.
Taking the tray away is only half an answer, because the leak that justified it is still running. The order that works is to have the leak diagnosed and remove the tray on the same visit. A tray pulled out while the unit still drips reappears quickly, usually as something worse than the tray.
If a tray genuinely has to be there
Some situations do call for a tray, and NEA's guidance accounts for that. Where one is needed, it points at HDB's patented air-conditioner tray rather than an improvised vessel. The difference is that the designed tray has a drainage point, so it passes water instead of storing it.
That drainage point is the whole of the design, and it is also the part that fails. NEA's own wording is that such a tray still needs regular checks and maintenance, because a choked drainage point leaves water ponding in a tray that was supposed to drain. A blocked designed tray and a basin are the same object at that stage.
None of this makes a tray a repair. It is containment for a fault that is still live, and the fault is what somebody should be looking at. A tray justified by a unit that has always dripped a little is describing a drain nobody has ever read properly.
What you can check without opening anything
Everything worth checking here is outside the casing. None of it needs a screwdriver, and none of it involves opening an indoor unit. The pan under the coil sits behind the housing and is a technician's reach, so leave it shut and read the outlet instead.
Run the aircon hard for a while, then go outside and find where the drain pipe discharges. Water should be leaving it in a steady run rather than a reluctant drip. What happens to that water after it lands matters more than the flow itself. Water that arrives and then stays put is the finding.
Do the outdoor look on a dry day, so rain cannot explain what you see. A pool under a condenser with no rain behind it came from somewhere, and the two candidates are the drain pipe and the unit's own blocked base holes. Both are worth reporting, and neither asks you to move or open the unit.

Tipping a vessel out is not the same as clearing it
Emptying whatever you find is not the end of it. NEA's instruction for flower pot plates is to remove the water and scrub the surface, and for pails to be overturned and their rims wiped. A tray under an aircon is the same kind of object, so it warrants the same treatment. NEA publishes the method, and reading it there beats guessing at it.
What none of this covers is the inside of the indoor unit. A slowing outlet, a musty smell, or a fresh stain below the unit all point at the pan, and the pan is a service visit rather than a home check. Describing what you saw is more useful than trying to reach it.
A discharge point that pools instead of draining away
A drain pipe can be entirely clear and still leave a pool, because clearing a pipe only gets water to the end of it. What happens after that is a separate piece of the installation, and it is the piece least likely to have been thought about. The pipe was run somewhere plausible and the job finished there.
Four terminations turn up repeatedly in flats. A pipe into a floor trap in the service yard is the cleanest, because the water joins the building's drainage the moment it lands. A scupper drain on a ledge works for as long as the scupper is clear. A pipe cut short over a flat surface does not work at all. A pipe discharging into a bucket is not a termination, it is a container on a schedule. Which of those is acceptable is not a matter of taste, and HDB aircon drainage rules are where it gets settled.
The failure is usually at the landing point rather than in the pipe, and it tends to develop after the install. Scuppers silt up. A ledge that once fell towards its drain settles, or gets tiled over during renovation. A store cupboard or a planter goes in above the trap the pipe was aimed at. In each case the pipe still drains and the water still stops moving.
The fix follows the same logic. Extending the pipe into the trap, clearing the scupper, or restoring the fall of the surface are the moves, and none of them touch the aircon. A contractor who answers a pooling discharge by flushing the drain line has treated the wrong end of the route.
Ownership complicates it in a condo. The ledge or the external drain may sit past the common property boundary, in which case the MCST decides what may be altered out there. In an HDB flat the ledge is yours, and so is anything standing on it.
Timing is the practical point. A pooling discharge is a small drainage job while it is still only a drainage job, and a larger matter once an inspection has found it. If water is standing anywhere around the unit and rain does not account for it, that is the thing to settle, and NEA is the authority on what counts as a habitat.
