PUB's condensate rule: where aircon water is allowed to go
An aircon makes water every hour it runs, and where that water ends up was settled by whoever laid the pipe. Two separate public networks can receive it, and only one of them fits any given home.

Two public water networks, kept deliberately apart
Every drain in Singapore belongs to one of two systems, and the two are held separate on purpose. PUB's Code of Practice on Sewerage and Sanitary Works states that the sewer network carries sewage and is not to be combined with the storm water system. Rain is channelled one way. Sewage is channelled the other. Those two sentences decide most of what follows for an aircon.
The separation is enforced from both directions. The same code lists spaces that must never be connected to the sewers, and open-sided areas are named directly: void decks, common corridors, balconies and verandas, along with backyards, air wells and anything else that receives rain. Keeping rain out of the sewers is half the rule. Keeping sewage out of the drains is the other half.
Condensate sits awkwardly between those two definitions. It is moisture pulled out of indoor air by a cold coil, so it arrives clean and it is not sewage in any ordinary sense. It is also not rain. That is why the question of where it may go needs a published answer, and why the answer is not simply inherited from the kitchen sink.
PUB provides that answer as a table. The document is called Specific Requirements for Water Discharge, and it maps sources of water to the network each may enter. Air-conditioning systems have a row of their own. Condensate from an air handling unit or fan coil carries a tick under stormwater drainage, and a second tick under sewer with a condition attached to it.
The table cites its own authority, which is worth noticing on a subject this prone to invention. It is issued under the Sewerage and Drainage Act's regulations for sanitary and sewerage works. It also cites named clauses of the sewerage code. So the condensate discharge rule traces back to a document anyone can open. Most of what circulates on this subject does not.

Why is the floor trap the answer in most flats?
Because the flat has nowhere else to send the water. PUB attaches a footnote to the sewer column for condensate. The footnote names the condition, and it names the property types. Where a home has no surface outlet reaching the stormwater drainage system, the condensate may go into a sewer through a floor trap. HDB flats and condominium units are given as the examples.
Read in the order it is written, the drain is the general answer. The sanitary system floor trap is the exception clause. PUB confirmed that ordering at an industry session in August 2024. Asked whether condensate could be drained into the nearest sanitary floor trap, PUB answered yes. The answer carried the same condition: only where no outlet to the stormwater drainage system is available.
Most households have this the other way round, and the reason is ordinary. The floor trap is the only route they have ever been shown, so it reads as the rule for aircon. It is the rule for their home, for reasons unrelated to aircon. A unit several storeys up has no surface drain of its own to reach.
The distinction starts to matter as soon as a property does have a surface outlet. Ground-level and landed homes can sit on the general answer instead of the exception, and an installer who treats the floor trap as universal will route around a perfectly good discharge point. It also matters in reverse. A flat cannot manufacture the general answer by finding somewhere outdoors to let the water fall.
The ledge is not the workaround it appears to be. PUB's code states that a floor trap must not be sited in an open area receiving rainwater or surface runoff, and an outdoor ledge collects rain by definition. So a trap cannot simply be added out there to catch the condensate, which is a large part of why the route runs back inside the home.
HDB layers its own placement requirements on top of all this, covering the ledge, the common corridor and where piping may run. Those hdb aircon drainage rules answer a separate question, not the one PUB answers. PUB governs which network receives the water. HDB governs where the machine and its pipes may sit while getting it there.
The nuisance clause reaches manner, not only destination
PUB's requirement carries a second half that most readers skim past. Beside the condensate row sits the remark that condensate "shall not discharge in a manner as to cause public nuisance". That is a condition on how the water leaves, and it applies on top of the question of which network finally receives it.
A pipe can reach an approved destination and still fail that test. Water that sheets down a facade, catches the wind across a walkway, or lands on the unit below has arrived somewhere eventually. The manner of the journey is what the clause reaches. Discharging across a shared surface is the version that generates complaints, and it is generated by routing, not by the aircon working badly.
NEA carries the general nuisance framework, and it is built on the same idea. The Environmental Public Health Act defines a nuisance by its effect: anything likely to cause injury, annoyance, offence, harm or danger, or damage to health or property. Part 5 of that Act deals with public nuisances. Nothing in it is written about aircon.
What the Act lists is conditions. Its summary list covers premises in a state injurious to health, drains and pools that are foul or badly placed, receptacles capable of holding water that are offensive to the neighbourhood, and any place where mosquitoes could breed. A discharge point qualifies through what it produces, never through what it is. That is the reverse of how a plumbing specification works, and it is why a technically compliant pipe is still not automatically safe from the question.
The remedy under that Act is a works order. That is the part worth planning around. Where the Director-General is satisfied a nuisance exists, a nuisance order may be served on whoever caused it. That order can require work to abate the nuisance. It can also require work to stop it happening again. The exposure is being told to rebuild a discharge that already sits inside finished trunking.
Two neighbouring problems have their own homes. Water standing at the discharge point raises mosquito breeding in an aircon as a separate NEA concern. A complaint that stays between two households runs down its own track, through mediation and then the community disputes resolution tribunals.
Servicing wash water does not share the condensate route
The same PUB table carries a second aircon row, pointing at a different destination. Used water from washing a fan coil is to be discharged into the sanitary or sewerage system. Two kinds of water leave the same machine, and they belong to different networks.
The logic follows what is in the water. Condensate is clean. Aircon wash water carries coil dirt, biological growth and whatever chemical went onto the fins, so it counts as used water and is treated accordingly. Putting it down a stormwater drain sends untreated cleaning runoff into a network built to carry rain.
PUB allows one narrow exception, and it is written for a different kind of building. Where an air handling unit sits outdoors or on a rooftop with no sanitary or sewerage system available, the wash water may go to the stormwater drainage system. The requirement adds that this must be done without inconveniencing the public. A home with a bathroom does not meet that condition.
This is the point to watch on the day of a chemical wash. A crew that flushes its wash water out through the condensate line, or tips a bucket of it over the ledge, has used the right pipe for the wrong water. The routing decided at installation can be entirely correct and the wash still puts something down it that does not belong there.
Asking where the wash water is going, before covers come off and hoses come out, costs nothing and tells you a fair amount. A crew that has an answer has thought about the building. A crew that has not will improvise, and improvisation on this question usually ends at the nearest opening.
Pinning the destination before the pipe goes in
Five things can be established in conversation, before anyone drills anything. Each has a factual answer that an installer either holds or does not, and none of them require the homeowner to have read a code of practice.
The first is which network the discharge actually reaches, because that is the entire question restated. The second is whether the property has a surface outlet at all, since that single fact decides which of PUB's two accepted routes applies to the job.
The third concerns who is qualified, where sanitary pipework is involved. PUB counts work on sanitary discharge pipes and appliances as sanitary works. Its Licensed Plumber regime covers that. Simple tasks such as clearing a minor blockage sit outside it. Whether a given condensate connection falls inside the regime is a question for the installer. A competent one will not be vague about where that line sits.
The fourth is where wash water will go on future service visits. That is a separate answer from the condensate one. The fifth is whether the route crosses anything the household does not control. In a strata development, that brings the corporation into the job, under the same machinery that governs strata approval for aircon works. The boundary itself turns on whether the surface is a common property ledge.
Raise all five at the quote stage. An installer who has planned the route answers without hedging, because every answer is a fact about the building and none of them are commercially awkward. Hedging here tends to mean the discharge point has not been decided yet, and it will be decided on site by whoever happens to be holding the pipe.
