What else produces this
Condition tells you what is likely to fail and when. It says nothing about what that failure costs, and on premises like these the two answers point in different directions. A zone whose loss stops treatment for a day carries a cost far beyond the repair, while a zone that can be worked around carries almost none. Setting the replacement order by consequence rather than by condition alone is what turns an emergency into a scheduled job.

The result is that the most critical system is the one most likely to fail unplanned, since nothing prompted an earlier decision.
What resolution involves
The critical zone is replaced on a planned date while it still works, and the other two continue under assessment. This costs more up front than waiting and less overall than an unplanned failure in a treatment room. The reasoning belongs anywhere a loss of cooling stops the work: ask what a failure in each zone would actually cost, and let that order the spend.
How to tell it worked
Whether the critical zone can now be taken out of service on a chosen date rather than an imposed one. Control over the timing is the outcome being bought, more than the equipment itself.
