5 aircon decisions before an HDB HIP renovation
HIP does not create one standard aircon instruction for every flat. Before work starts, compare the confirmed HIP scope with the aircon routes, then decide what must be recorded, protected, isolated, retained and retested.

What should be decided before HIP work starts?
Decide five things before the work area is opened: what condition to record, what equipment and routes need protection, who handles any isolation, what can remain in place and how affected units will be retested.
HDB's HIP page describes the programme's essential, optional and EASE works. It does not publish a blanket rule that every flat must remove, disconnect or replace its aircon. The actual work package and the routes in the flat decide whether aircon intervention is needed.

How do the five decisions protect the aircon evidence?
The purpose is to preserve a clear before-and-after record. Protection without route planning can hide the equipment while leaving the vulnerable wiring or drain path exposed.
1. Record the starting condition
Photograph visible indoor units, trunking, drain outlets, controller displays and the outdoor unit from a safe position. Record any leak, noise, error or weak room before work starts.
This does not assign liability. It gives the HIP contractor and aircon installer a shared reference if a condition changes later.
2. Match protection to the actual work zone
Dust-producing work near a return opening calls for the unit to remain off and protected while that work is active. Exterior or ledge work needs a plan that keeps materials and coverings clear before the aircon runs.
A renovation dust drain choke case shows how fine debris can enter a drainage path after carpentry work. It proves that route-specific protection matters, not that every later leak came from HIP.
3. Assign electrical and exterior work correctly
EMA states that electrical wiring work must be carried out or supervised by a Licensed Electrical Worker. BCA requires a trained air-conditioning installer where a unit is installed outside or projects from a building.
These are worker requirements for the relevant tasks. They do not mean every HIP package includes electrical or exterior aircon work.
4. Decide whether equipment can remain in place
Keep the system in place when the confirmed works do not obstruct the unit, route, support or safe access. Arrange a controlled disconnect or move when the work physically crosses those areas.
An error after renovation can follow a signal wire miswired after hacking. The case supports tracing and labelling a route before it is opened; it does not justify disconnecting unaffected systems.
5. Retest while routes remain visible
After affected work is complete, confirm that each unit starts, responds, produces airflow and drains without new visible moisture. Compare the result with the baseline record.
A nicked aircon communication wire may not be obvious from room-side appearance. If a new error appears, preserve the timing and have the affected route tested rather than assuming the control board failed.
Which HIP points are official requirements and which are good practice?
The HIP scope and access arrangements come from HDB and the appointed project team. Electrical worker licensing comes from EMA, while exterior aircon installer requirements come from BCA.
Baseline photos, route marking, dust protection and a post-work aircon check are practical controls. They are not presented by HDB as a universal HIP aircon checklist.

What can remain uncertain after planning?
Planning cannot confirm hidden cable damage, pipe condition or drainage fall before access is opened. It also cannot predict whether a component will fail during the project for an unrelated reason.
Keep the conclusion narrow: the plan identifies which routes and responsibilities need control. It does not prove the cause of any later fault without testing.
- Use the appointed HIP team's confirmed scope rather than assuming every programme item affects the aircon.
- Do not run covered equipment or use temporary protection as a permanent operating setup.
- Describe any post-work change by unit, timing and symptom before approving a repair.
