Licensed Electrical Worker: when aircon work needs one
One person arrives to fit the aircon, so one qualification is assumed to cover everything they touch. Most of an installation needs no licence at all. A narrow part of it is reserved by law to somebody holding a personal licence with a stated limit.

What the licence is, and who actually holds it
The licence belongs to a person and travels with that person, not with an employer. Singapore's Energy Market Authority issues electrical worker licences to individuals who have met a qualification and experience bar. A firm cannot hold one. It can only employ or engage somebody who does.
The physical document makes the point better than any explanation. EMA states that every Licensed Electrical Worker is issued a licence card carrying a photograph, the holder's name, identity card number and licence number. It tells consumers to verify that card before electrical work begins. The card describes one human being. There is no company version of it.
The personal attachment has an edge at the end of a job, not just the start. SP Group's connection handbook requires the licence holder to be present at the premises and to issue a copy of the licence when a new electricity supply is turned on. Presence is the whole point. The named holder has to be standing there, not printed on a letterhead somewhere.
For a homeowner this changes which question is worth asking. Whether a firm is licensed is not a fact that can be true or false in the way the phrase suggests. The checkable fact is which named individual holds a licence, and whether that individual is the one doing the part of the job that requires it.
A company is staffed by licence holders, not licensed itself
Marketing collapses the two into one word, and the collapse is rarely deliberate. A firm that genuinely employs a licence holder will describe itself as licensed because that is the shorter sentence. The wording is not dishonest. It is just missing the only detail that would let anybody check it.
The gap opens on the day. A company can hold every credential it claims and still send an unlicensed pair of hands to a job that needed a licensed one. The licence sits on a person, and that person may be somewhere else that morning. Sorting aircon contractor credentials more broadly is a separate exercise, and this page stops at the electrical one.
Why the class printed on the licence decides the job
Three classes exist and each carries a different ceiling. EMA issues an Electrician Licence, an Electrical Technician Licence and an Electrical Engineer Licence. A holder of one class does not substitute for a holder of another. The ceiling is written into what the licence authorises rather than negotiated on site.
An Electrician Licence authorises design, installation, repair, maintenance, operation, inspection and testing. The limit on it is an operating voltage no higher than 1,000 volts and an approved load of 45 kVA. Past 45 kVA the same holder may still install, repair, maintain and operate up to 500 kVA. An electrical technician has to supervise that work. The supervision is a condition of the licence, not a company rule.
An Electrical Technician Licence lifts the working ceiling to 500 kVA for that same list of activities. Design and plan submission sits lower, at 150 kVA. The two figures differing is deliberate. Deciding what an installation ought to be is treated as a heavier act than carrying out work on one already designed.
The third class is set by voltage level, not by a load figure. An Electrical Engineer Licence runs from 1,000 volts upward. Few hold one. The holder has to be a professional engineer, registered in electrical engineering under the Professional Engineers Act. Behind that sits experience in Singapore in electrical power work.
EMA ties the class to the scale of the installation rather than to the difficulty of the individual task. Its own illustration puts electrical work in a HDB flat with an electrician, and a larger installation such as a food court with a technician or an engineer. A household aircon job therefore sits well inside the electrician class. A commercial fit-out with real plant on the roof may not.

Which parts of an aircon job are licensed work?
The line falls between the equipment and the fixed wiring feeding it. An aircon system is an appliance. The circuit feeding it, its protective device and the board holding both belong to the building's electrical installation. Work on the appliance is ordinary installation work. Work on the building's wiring is reserved.
EMA names the reserved side plainly, and none of the wording mentions aircon. Installation, repair or modification of electrical wiring falls inside it. So does the addition, extension or replacement of power points such as socket-outlets, switches and lighting points. So does the repair or replacement of consumer control units and circuit breakers.
Most aircon jobs never reach that list. A replacement system landing on a supply that already exists connects to whatever the previous job left behind. Mounting, piping, drainage, vacuum and commissioning all sit outside the electrical rules. So does working out why an aircon trips the breaker, which is a question about the equipment rather than about the wiring.
Three moves push a job across, and all three are visible at quotation stage rather than on the day. A dedicated aircon circuit run for a system that never had one. Any alteration inside the distribution board, including adding a way to carry the new load. A change to what the premises draws from the network, which nobody settles on site because it begins as an application.
The quiet version of the problem is the one worth watching for. A quotation covers supply and installation of the system, prices the mounting and the pipe run, and says nothing at all about where the power comes from. Somebody has assumed a point is already sitting there. If it is not, a second trade is needed and nobody has priced it.

Two trades on one job, and the order they belong in
Where a job does cross the line, it stops being one booking and becomes two pieces of work that have to happen in sequence. The electrical provision comes first and the aircon goes onto it afterwards. Reversing that leaves a system hanging on a wall with nothing to connect it to.
Coordination is where this usually fails rather than competence. Each trade assumes the other has been briefed, and the customer is the only person holding both conversations. Asking each of them what they expect to find on arrival exposes the mismatch while it is still an email rather than a wasted morning.
The second licence, and why owners confuse the two
A second licence exists and it attaches to the installation, not to the worker. Owners hear the word and picture a person, because that is the licence they have been told to look for. EMA also licenses electrical installations themselves, and the trigger there is the scale of the premises rather than the scale of any single job done in it.
The thresholds are published and they are narrow. A non-domestic electrical installation with an approved load above 45 kVA requires a licence. So does any installation used in a hazardous trade, whatever its load. So does a supply installation for non-domestic purposes, again whatever its load. Installations used exclusively for residential purposes fall outside the scheme entirely.
A flat owner can stop reading at that last sentence. A retail unit, a clinic or a small workshop cannot, because cooling plant is one of the loads most capable of pushing a premises across the threshold. Once it does, the obligation lands on the owner or user of the installation. It does not land on whoever supplied the aircon.
The obligation has a defined shape. EMA requires the owner to appoint a licensed electrical worker of the appropriate class to take charge of the installation. That worker inspects it and then submits the licence application on the owner's behalf. Renewal runs the same way, with a safety inspection sitting ahead of each submission.
The phrase carrying the weight there is appropriate class, and it brings the earlier ceilings back into play. An electrician cannot take charge of an installation sitting above the load their licence authorises. A premises that grows into a heavier load has not simply outgrown its board. It has outgrown the class of the person responsible for it.
Who carries it when the work was never licensed
Responsibility for the fixed installation stays with whoever owns or uses the premises. Engaging somebody unlicensed does not move that responsibility onto them. What it removes is the one record that would have shown the work was measured against a standard at all.
That record has a name and a named signatory. On a new supply the licence holder issues a Certificate of Compliance. SP Group's handbook puts the duty on that worker: the installation has to comply with the Electricity Regulations, Singapore Standard SS 638 and every other applicable standard. The certificate is a person putting their own licence behind a claim about somebody else's building.
Where no licence holder was involved, none of that exists to be produced later. No certificate, no named individual, no compliance claim to stand on. A fault surfacing afterwards has nothing behind it. The question of what the work was checked against has no answer, because nobody was ever obliged to give one.
Carrying out reserved electrical work without a licence is an offence under the Electricity Act. The offence is the narrow half of the problem. The wider half is that a landlord, a building manager or the next licence holder to open that board will look for a record of what was done. They find nothing there.
The trap is rarely a contractor claiming a licence they do not hold. It is a quotation that never mentions the electrical half and is priced as though the supply point is already waiting. Nobody has lied at any stage. The work has simply been left to surface on the day, and whoever is standing in the flat when it does is the one who absorbs it.
What to settle before anyone starts
Anybody who has thought the scope through will answer these without hesitating. Vagueness on any one of them is itself the finding, and it arrives free of charge while the job can still be re-planned.
- Does this quotation assume a power point is already there, and has anybody confirmed that on site?
- Which lines here count as reserved electrical work, and are they priced on this document or somewhere else?
- If a licence holder is needed, who is that person by name, and what class of licence do they hold?
- Does that class match the size of the whole installation, rather than the size of this one job?
- What record will exist once the work is finished, and who ends up holding it?
- If the premises is non-domestic, how close is its approved load to the level that needs a licence?
