Aircon licence Singapore: what is required and what is not
No licence is needed to service or repair an aircon in Singapore. Specific work does sit under a legal requirement, and the rest does not. That difference decides which claims on a quote can be checked and which are only assertions.

What Singapore licenses, and what it leaves open
General aircon servicing and repair is not a licensed trade in Singapore. No register, no permit and no minimum qualification stands between a new company and its first paying job. A firm can incorporate one week and quote a chemical wash the next, entirely within the law.
The rule follows the hazard rather than the trade. Singapore regulates the parts of aircon work where a mistake travels beyond the customer who paid for it. A unit falling from the outside of a block is one. Wiring that carries a shock risk into a shared building is another. Cleaning a coil or swapping a capacitor sits outside that line.
That boundary is where most of the confusion starts. Homeowners assume a licence sits behind the whole trade, because almost every company in it advertises credentials of some kind. The credentials are usually genuine. They just cover a narrower slice of the work than the wording around them suggests.
Nothing about the arrangement is unusual on its own. Several trades in Singapore are regulated the same way, with the rule attached to a specific risk rather than to the occupation. What makes aircon different is how much of the household spend sits on the unregulated side. Servicing, repair and part replacement are the bulk of what a flat ever buys, and none of it triggers a requirement.
Why an unlicensed job is not an unqualified one
The absence of a licensing requirement is not the absence of a standard. Most aircon work in Singapore is done properly by people the law never asked to certify. Skill in this trade is built on units, not through an examination that does not exist.
What the missing licence creates is a verification gap, not a competence gap. Where a regulator checks credentials, the customer inherits a verified answer at no cost and no effort. Where no regulator exists, that checking moves to whoever is paying for the job.
Carrying it well means sorting claims by whether they can be tested at all. A licence number can be confirmed by a stranger in one sitting. A claim of decades in the trade cannot be confirmed by anyone, so it should carry less weight in a decision than the parts of the quote that can be closed.
Refrigerant work is where that gap partly closes. Technicians who complete the Certificate of Competency in Residential Air-Conditioning System (Refrigerant), delivered through ITE, are published by name on NEA's list of certified technicians. A companion list names the servicing companies employing them. Neither list is a licensing register. Holding the certificate is not a legal condition of doing the work. It is still something a customer can confirm without asking permission. That puts it in a different class from a claim that can only be repeated.
The three requirements that do apply
Three requirements sit behind aircon work here. Each attaches to a type of work rather than to a company, so the same contractor can be fully compliant on one job and outside the scope of any rule on the next.
Fitting a unit on the outside of a building
An aircon installed on the exterior of a building, or projecting outward from one, must be fitted by a trained installer under the Building Control Regulations. The training runs through BCA Academy or ITE. This is the rule that covers the condensing unit on a ledge or bracket, which is the part with somewhere to fall.
The certificate belongs to a person, not to a company. Ask for it by name before ledge work starts, then check that the name matches whoever is scheduled to do the mounting. A firm can employ a trained installer and still send an untrained pair of hands to the actual job.
Electrical work
Electrical work requires a Licensed Electrical Worker under the Electricity Act. That covers wiring, an isolator switch, a dedicated circuit, and anything touching the distribution board. Running a new supply for an aircon is electrical work. Diagnosing why an existing unit trips its own breaker is not.
This is the one credential with a public register behind it. The Energy Market Authority maintains licence records through its ELISE portal, so a number given by a contractor can be matched against EMA's own record instead of being taken on trust. Ask for the number rather than the assurance.
Registration for larger contracts
Larger commercial and public-sector work adds a third layer. BCA operates a contractor registration system with an air-conditioning workhead, graded from L1 to L6, and the grade reflects the scale of public-sector work a firm is registered to take on. Households almost never encounter it.
It is worth recognising because it surfaces in marketing aimed at homeowners, where it carries no legal weight. A high grade shows a firm has met BCA's requirements for large contracts. It says nothing about who will turn up to service a wall-mounted unit in a flat, or how carefully that visit will be done.
When one job crosses two of the three
A system replacement is the clearest example of the overlap. The old unit comes down, a new one goes up on the same ledge, and the supply may need changing to suit the new load. That single booking touches the Building Control Regulations through the mounting and the Electricity Act through the wiring, while the commissioning and testing around both sits under no rule at all.
Holding one of those credentials does not cover the other. The useful question is therefore not whether the company is licensed, which is too broad to answer well. It is who on this job holds what, and whether the regulated parts are going to the person who holds the relevant credential.
Asked as a scope question rather than a credentials question, it also tends to get a straighter answer. A contractor who has already worked out which portion goes to a licensed worker will say so plainly. One who has not will answer about the company instead of the job.
What applies to which job
The requirement follows the work, so the same question produces a different answer depending on what is being booked. The column that matters most is the last one, because a requirement nobody can verify changes very little in practice.
Two of the rows below can be closed by a stranger holding a licence number and a search box. The rest cannot be closed at all, and those are the rows covering most of what a household actually spends on aircon. Read the table as a map of where verification is available, not as a scorecard of which jobs are safer.

Public liability insurance is not mandatory here
Public liability insurance is not required by law in Singapore. It is often described as mandatory for aircon contractors, and that description is simply inaccurate. Carrying the cover is a commercial decision each company makes on its own.
A separate duty does exist, and it points somewhere else. Under the Work Injury Compensation Act, an employer carries duties towards its own workers. Those duties sit between the company and its staff. They do not reach a customer's ceiling, flooring or furniture.
Because nothing forces the cover to exist, asking for it is worth more here than it would be in a regulated trade. Ask for the insurer's name and the policy period rather than a yes. A company that holds public liability cover can produce the certificate without difficulty. A company that has never bought it tends to answer in general terms.
Where cover does exist, its limits matter more than its existence. Every policy names what it responds to and how far it goes, and a contractor who carries one is usually familiar with both. Putting a scenario to them works better than asking the general question. A drain line routed wrongly, a ceiling stained, and then what happens next. A vague answer to that is more informative than the certificate would have been.
Turning a stated credential into a check
Every credential a contractor names falls into one of three groups. Which group it belongs to decides how much weight it deserves, and that sorting takes a few seconds once the groups are clear.
Three groups of credential
Sort first, then spend attention on what survives the sorting.
- Register-checkable. A Licensed Electrical Worker licence is the clearest example. Ask for the number, then confirm it against EMA's record before booking the work.
- Document-checkable. A BCA installer certificate exists as a physical record held by an individual. Ask to see it, and match the name against whoever is scheduled to attend.
- Unverifiable. Time in the trade, jobs completed, staff trained, awards, and satisfaction figures all sit here. None of it is necessarily untrue. It is simply unclosable, so it should never be the thing carrying a decision.
Questions worth asking before the job is booked
A contractor who knows their own position can answer each of these in a line. The same questions turn awkward for one who does not.
- Who is doing the electrical portion, and what is their licence number? A contractor who subcontracts that part should be able to name the licensed worker rather than describing the arrangement loosely.
- Is the person mounting the outdoor unit certified for exterior installation? The second half of that question is the half that gets skipped, because the certificate usually exists somewhere in the company.
- Which parts of this quote are you legally required to hold a credential for? A contractor who answers that accurately is demonstrating something more useful than any certificate.
What to rely on where no register exists
For most household aircon work, the honest answer is that no credential exists to check. Servicing, repair and part replacement all fall outside the licensing lines, which means a certificate was never going to settle whether the work would be done well.
Method fills that space. What was measured, what was ruled out, what the recommendation rests on, and what would change it. A contractor who can describe those steps before quoting is showing the thing a licence would not have proven anyway.
That is also the fairest way to read the market. The trade is largely unlicensed by design rather than by neglect, and companies working inside the rules as written are not owed suspicion for it. The burden those rules leave behind is real, though, and it lands on the customer. Knowing exactly where it lands makes it light.
